A single-coat 12mm cement plaster, cement mortar 1:4. CPWD's own item text doesn't say 'internal' or 'external' — it separates plaster into a 'fine sand' family and a 'coarse sand' family. Fine sand (used here) is the one most commonly specified for smooth internal wall and ceiling finishing.
